Reaching Independence through Savings and Education (RISE) is a Match-Savings Program (MSP)

Thrive Virginia is proud to partner with the Virginia Department of Social Services to empower employed and active TANF Recipients seeking to save toward achieving a financial goal. 


These financial goals may include:


  • Homeownership
  • Paying for post-secondary education for the saver or their child(ren)
  • Purchasing transportation
  • Small business ownership
  • Achieving self-sufficiency through matched savings and training


Candidates for the RISE program must be:

  • Employed (full-time, part-time, or self-employed)
  • At least 18 years old
  • A Virginia resident and U.S. citizen or legal alien


Each saver is allowed up to 24 months to participate in financial literacy and asset-specific training while saving toward their goal.


For every $1 saved from earned income or tax refunds, qualified individuals will receive a match of $8!


Save up to $500 of your own funds and receive a match up to $4,000


*The RISE Program is not available at every local Department of Social Services. Thrive Virginia is able to assist approved candidates residing in the counties of Caroline, Charles City, Hanover, King and Queen, King George, King William, New Kent, Spotsylvania, and Stafford, as well as the City of Fredericksburg and the Town of West Point.
